Subject:Sad news for Fire Performers in Seattle
===8<==============Original message text===============
Some of you have seem this, but others have not and I find that it is incredibly important that we all know what is going on in our own cities. I thought Seattle was one of the last places to be free with your fire, but this is sad news. This comes by way of Maque da Vis who runs Cirque da Flambe and who will also head up the Radio Heads (new name is coming) this year.
BAD NEWS
As of today, MOnday, May 3, 2004, The City of Seattle has decided that all Seattle parks are off limits to all fire performers, for practice or otherwise, unless they had a permit from the City of Seattle's Parks Dept., AND a insurance policy that covers the City of Seattle. This means gasworks and Golden Gardens are off limits, and fire performers are subject to a $500 fine per occurrence. This NEW information comes from Virginia Swanson of the City of Seattle Special Events committee and George Long of the Parks Dept. Ms. Swanson stated that due to other things in the world today, meaning terrorism, that the City needed liability coverage to protect itself if anyone was hurt, and tried to sue to the city.
The Seattle Fire Marshal's office had nothing to do with this NEW development. You still need an annual permit from the fire marshal, to perform with fire in the City of Seattle.
In the past, the Seattle Fire Marshal has set up fire performers to use Golden Gardens and other areas based on their issuance of an annual fire permit and a call in ahead of time to them. This has changed. As I understand now, all public areas of the city are under the need for a permit to be used, and all street or park permits need insurance coverage, as required by the City of Seattle Risk Management Office.
Please pass this on to other fire groups in hopes that none of us will violate the laws of Seattle, and add fire to the perceived fuel.
GOOD NEWS
Soon I will get the Cirque de Flambe a park permit for Gasworks and cover it with our insurance, so we and the NW Fire Conclave can practice legally. Until then we wait. Friday at Salish Indian reservation is still on.

Re: FWD. - Sad news for Fire Performers in Seattle
Wed, May 5, 2004 - 9:14 PMThat really sucks ass until a group makes it off the ground which can stand up for the rights of fire perfomers i feel we will be seeeing alot more of this type of thing from cties everywere.T least it sounds like Seattle is making it obtainable for fire people to still gather.
I really want my voice to be heard by cities that do this but one voice just isnt enough

Re: FWD. - Sad news for Fire Performers in Seattle
Wed, May 5, 2004 - 9:59 PMI wonder if they mean specifically lit practice? I'd assume so. At first I thought it would be on the grounds of the possible damage to the ecology, which would make more sense than 'liability damage', since both of those parks are on/near bodies of water. If anyone knows how much insurance coverage they require now, can you post it? -

Re: FWD. - Sad news for Fire Performers in Seattle
Thu, May 6, 2004 - 11:09 AMYes - specifically lit practice.
2mil insurance
and your permit, anual ($200) or one time ($75)
it's a $500 fine per occurance
Hey, pretty please let Maque and I (NW conclave shin) figure this out, It may take a couple weeks.
The concern is the wildfire season, Catlin, a burner, fireseafty person and EMT with SFD says we're expecting one of the heaviest forest fire seasons on record. The city isn't making any distinction between kids and or homeless with a bonfire and kids with giant pyro poi. Please, play nice, be patient and wait for Maque to work out the details... and try to discourage your friends in the community who insist on doing guerrilla burns. They're only going to make it harder for the rest of us.
Use you're heads - practice on private lots with hightened fire watch.
Thank you.

Re: FWD. - Sad news for Fire Performers in Seattle
Sat, May 8, 2004 - 11:12 AMQ is right,
There always seems to be some wierd new rule in the works. The biggest issue we have had is pointing out that we (as fire performers) ar different that everyone else who having a bon fire or shooting fire works.
Where we are doing well is with the fire mashall. They now understand the difference and work with us. The city and county offices are still a little clueless. But I'm sure some things will be worked out. There is always a loop hole, it just takes time to figure it out.
The key is to discuss the loop hole with those that are enforcing it. Q and Maq are fully qualified to find it and work it.
Have faith

PS I just moved from Seattle to Oakland, so when I say we I mean them....sorta. -

Re: FWD. - Sad news for Fire Performers in Seattle
Wed, May 12, 2004 - 7:46 AMHAH I am going thru this now trying to find a place for Bellyfire to practice down here. It would seems there would be some sort of distinction between say a homeless person starting a fire during the night and somebody who has insurance, safety training and in a controllable enviroment. However, I do see this becoming more and more of a problem recently..and all over the place. I moved from Milwaukee not too long ago and you couldnt do fire in the parks there or even in Chicago! If you get *caught* doing it in your yard, you risk getting fines (and they will find everbody).
Right now we have *ground zero* which is in a friends backyard. Luckily nobody can see us back there since a fence is up..but this just blowz. -

Re: FWD. - Sad news for Fire Performers in Seattle
Wed, May 12, 2004 - 9:49 AMget in good with your planning comittees for downtown/beach front/river front areas if you can. They'll cover your ass and let you use their parks/etc, sometimes it's an added bonus for them because it draws crowds. It's what we did, haven't had any problems yet. -

Re: FWD. - Sad news for Fire Performers in Seattle
Mon, May 17, 2004 - 3:22 PMultimately, this is one of the reasons for a fire arts guild.
the day will come - when we are an up-and-running continental organization with a good safety record - that when coming to a new town, you just look up the good local spots (or find local members) on our registry, and when encountering the fire dept, show them your Fire Arts Guild membership card and they'll say, "oh, yeah, I know you guys - have a good burn.."
to get there, of course, we're going to have to formalize safety standards - and have a way of making sure they're being observed by our members..
